Sinabi ni Pangulong Rodrigo Duterte na sinara ni Senador Antonio Trillanes IV ang kanyang bank account sa Singapore bago siya pumirma ng waiver at lumipad mula sa bansa upang pabulaanan ang mga claim ng Chief Executive.

MANILA - President Rodrigo Duterte has threatened to have allegedly corrupt officials from the Office of the Ombudsman arrested by the military if they will snub summons to be issued by a commissionhe plans to create to investigate anomalies at the anti-graft agency.

The President said he might be forced to seek powers from the court to summon Ombudsman officials “as an administrative remedial measure”.
"Pag hindi ka sumipot doon sa commission na 'yun, if I do not have the subpoena powers, then I will apply for a subpoena powers from the courts," Duterte said. "Pag hindi kayo sumipot, aarestuhin --- I will order the police and the military to arrest you."
Duterte said his plan is not dictatorial.
“Hindi diktador ‘yan. Justice for one, justice for all,” he said.
'Constitutionally suspect'
Abdiel Dan Elijah Fajardo, president of the Integrated Bar of the Philippines, has dismissed the proposal of the President to set up a commission probing the Ombudsman as “constitutionally suspect.”
Under the Constitution, the Ombudsman is considered an independent body that enjoys autonomy. Its head may only be removed through impeachment.
The incumbent Ombudsman, Conchita Carpio Morales, is an appointee of Duterte’s predecessor Benigno Aquino III.
Duterte has accused the Ombudsman of bias against officials of the current administration. He believes opposition figures, mostly allies of the erstwhile ruling Liberal Party, were being spared by the anti-graft body from prosecution.
Duterte’s said these tough words against the anti-graft body just as the latter revealed its move to have the President and his family’s wealth investigated.
The anti-graft body earlier said that it has started looking into the wealth of the President and his family, in cooperation with the Anti-Money Laundering Council (AMLC).
Overall Deputy Ombudsman Arthur Carandang said the Duterte family’s transactions amount to hundreds of millions of pesos from different banks between 2006 until 2016. But he clarified that it was hard to say how much the deposits were in total, since money went in and out of the accounts.
"We can confirm that we received the bank transactions from AMLC, transactions generated by AMLC for intelligence purposes," Carandang said.
He said the transaction data came from the AMLC in 2016.
"'Yung billions kasi, baka in-add nila yung lahat ng transactions, may P20 million, P20 million, P20 million, P60 million, pag in-add mo, aabot talaga ng billions, may P50 million, ang dami," he said.
The Ombudsman has formally requested AMLC for a formal report on the bank transactions.
The AMLC later said it was not the source of Trillanes' documents in his complaint against Duterte and has yet to submit a full report to the Ombudsman regarding the transaction data.
Morales had inhibited from the case since her nephew, Manases Carpio, is the husband of the President's daughter, Davao City Mayor Sara Duterte.
'Ombudsman not intimidated'
Morales on Friday said her office would proceed with the investigation of the wealth allegedly kept by Duterte and his family despite the chief executive's plan to have a commission investigate alleged anomalies in her office.
"Sorry, Mr. President but this office shall not be intimidated," Morales said in a statement.
"The President's announcement that he intends to form a commission to investigate the Ombudsman appears to be a retaliation to our on-going investigation. We will, nonetheless, proceed with the probe, as mandated by the Constitution," Morales said. 
Responding to the President's allegations, Morales said her office is open to efforts that would help "cleanse our ranks," adding that the agency has removed employees who have committed offenses. 
"Our Internal Affairs Board has entrapped and removed Ombudsman officials and employees for various offenses," she said.
"As to the documents in our possession, we stand by our word. If the President has nothing to hide, he has nothing to fear," she added.

"Duterte is well-liked domestically and his policies, including his approach to the war on drugs, are generally popular among Filipinos," the study says.
According to survey, 86% of Filipinos hold a favorable opinion of Duterte, with 41% saying they are "very favorable" of the President. Only 12% of Filipinos view him unfavorably.
Pew Research Center added that around two-thirds or more approve of the job Duterte is doing.
Also, 78% approve of his handling of illegal drugs issue. Large majorities also support his stance on crime, corruption and terrorism.
Even among those who view Duterte unfavorably, more than half approve of his handling of illegal drugs (59%), corruption (55%), terrorism (55%) and the economy (54%). However, 55% disapprove of his handling of crime.
The research also found that 62% believes the government is making progress in its campaign against illegal drugs, while 21% say that things are the same as they were in the past and 15% say the government is losing ground.
Malacañang on Saturday said it welcomes these findings, and reiterated that the war on drugs will continue to be relentless.
"Our campaign against illegal drugs and criminals continues to get unwavering support from our people," it said in a statement.

The President claimed that the upcoming protests would involve both "reds," which include elements of the militant Left, and “yellows” or personalities associated with the Liberal Party.
“Ang problema ni ganito. Hindi ko malaman dito, wala pa kaming analysis eh. Kung sumasakay ang dilaw sa Left o ang Left ang sumasakay sa dilaw,” he said.
“Pero magsama-sama na kayo. Wala akong — ang gusto ko magsama kayo lahat na may hinanakit sa akin. Lahat ng namatay sa extrajudicial killing, ‘yung pamilya ninyo. Huwag lang kayong gumawa ng mga bagay-bagay na hindi sang-ayon sa batas,” he added.
Duterte said members of the New People’s Army were also free to join the rallies as long they do not carry weapons. He assured them the security forces would not arrest them.
“Huwag kayong magpapasok ng sabihin niyo red army ninyo na may armas. Huwag kayong magkamali na magsira diyan, sira dito because if you do it, the next thing, ang kaharap ninyo would be the military and the police,” he said.
“If you remain peaceful, I can assure you no military and the policemen other than the traffic comes,” he added.
Duterte also said he was fine with protesters airing their grievances and burning an effigy of him as long as they would not destroy, vandalize, or burn public properties.

Wow! 70 DOH hospitals soon to have OFW wings

About 70 government hospitals will soon have wards exclusively for overseas Filipino workers (OFWs) and their families, a report on Unang Balita said Monday.
The report said this was after ACTS-OFW party-list signed a memorandum of agreement with the Department of Health (DOH), under which government hospitals are tasked to allot a separate ward or wing for OFWs and their families.
According to the report, the fund for the project will be sourced from the Hospital Facility Enhancement Program of the DOH.
The project was a pilot project of ACTS-OFW party-list in cooperation with the DOH, the Department of Labor and Employment (DOLE), Overseas Workers Welfare Administration (OWWA), and Governors League of the Philippines.
During the MOA signing, ACTS-OFW party-list Representative John Bertiz thanked Health Secretary Paulyn Jean Rosell-Ubial for working with the group to make the project possible.
"Hindi naman ganon kasimple iyon na mago-open sila ng ward o wings. We really have to secure a budget pero naging maganda naman ang agreement natin at saka yung pakikipagtulungan ng DOH," Bertiz said.
The Dr. Jose B. Lingad Memorial Hospital in San Fernando Pampanga will be the first hospital to have OFW ward, Bertiz said, noting that Pampanga has the highest number of OFWs.
Bertiz said 10 government hospitals will have OFW wards within the year.
He also said the exclusive wings will be open even to former OFWs.
Ubial, for her part, said the project is a part of DOH's program for migrant health. She also announced countries with a large population of OFWs will have designated health attachés.
She said President Rodrigo Duterte and Foreign Affairs Secretary Alan Peter Cayetano have agreed to send health attachés to Saudi Arabia, Hong Kong, United States, and in Geneva, Switzerland, among others.

Ethics complaint vs. Trillanes sufficient in form, substance


The Senate ethics committee on Monday found the complaint filed by Senator Richard Gordon against Senator Antonio Trillanes IV sufficient in form and substance, except for one ground in relation to the two coup d’etat attempt he participated in the past.
Following the committee’s approval, Trillanes will be asked to submit his counter-affidavit.
In Gordon’s 23-page complaint filed last week, the senator pointed out Trillanes’ “pattern of unbecoming conduct and insulting language against persons and public institutions.”
One of the grounds he mentioned was the participation of Trillanes, a member of Magdalo group, in two coup attempts against the Arroyo administration. One was in July 2003 at the Oakwood Premier, and the other was in November 2007 at the Manila Peninsula Hotel.
Minority Leader Franklin Drilon questioned the inclusion of such events to the complaint, saying the act was not done before Trillanes became a senator.
Majority Leader Vicente Sotto III, chairman of the committee, however pointed out that the second coup was in November 2007, months after Trillanes was elected for his first term in office.
Gordon has alleged that the coup attempts had a “detrimental impact” on the tourism industry of the country. Gordon was the chairman of the Department of Tourism then.
“Senators are expected to be beyond reproach and to abide by the highest standards of conduct. Senator Trillanes has shown that he is incorrigible by exhibiting that, even after he was forgiven, he would do his transgressions against,” Gordon said.
Trillanes earlier said he also plans to file an ethics complaint against Gordon over his “unparliamentary” and “unethical” acts as senator and chairman of the blue ribbon committee.
The two engaged in a heated argument in one of the committee hearings after Trillanes alleged that the panel has turned into a “committee de abswelto.” —ALG, GMA News
